Guam Regional Medical City Celebrates Bllyas Otiwii as Employee of the Year 2025

(Friday, January 30, 2026; Dededo, Guam) — Guam Regional Medical City (GRMC) is proud to announce Bllyas Otiwii, Emergency Department Technician, as the hospital’s Employee of the Year for 2025. With more than ten years of dedicated service, Otiwii is one of GRMC’s longest-serving team members whose commitment, reliability, and compassion have helped shape the Emergency since the hospital’s early years.

As a long-standing member of the GRMC family, Otiwii has been present through the hospital’s growth and evolution, serving as a steady and dependable force in one of the most demanding clinical environments. In his role as an Emergency Department Technician, he is known for his calm demeanor under pressure, strong clinical awareness, and unwavering willingness to support patients and colleagues during high-acuity situations.

His impact is felt well beyond the Emergency Department. Seeing Otiwii’s photo displayed on GRMC’s Leadership Board—where the hospital recognizes its Employees of the Quarter—has brought smiles to the faces of his fellow colleagues and a deep sense of pride among those who have worked alongside him over the years. For many, it is a well-earned acknowledgment of Bllyas’ dedication, humility, and long-standing commitment to GRMC.

Reflecting on his journey and years of service at GRMC, Otiwii shared, “I’ve been working at GRMC for about ten years. What me to work here is God and I see that my path has already been laid for me. That’s why it felt so easy and opportunities just kept coming and coming. That’s why I say, ‘Not mine, but His,’ because it’s not my will, but His will. I always want to make sure that I align with His plan for me.”

Beyond his years of service, Otiwii continues to demonstrate a strong commitment to personal and professional growth. While working full-time at GRMC, he is also pursuing his education in nursing, balancing the demands of his studies with the responsibilities of his role in the Emergency Department. This dedication reflects his determination, discipline, and passion for continuous learning. Colleagues consistently recognize him for taking initiative, supporting others without hesitation, and a positive attitude even during long and demanding shifts.

“Bllyas is someone who has truly grown with this hospital,” shared Carmela Franquez, GRMC ED Manager. “For more than ten years, he has shown up with heart, humility, and an unwavering commitment to our patients and our team. In the Emergency Department, where every moment matters, his steady presence brings comfort and confidence to those around him. Seeing him recognized as Employee of the Year has been incredibly meaningful for all of us who know the dedication he brings to GRMC every single day.”

Otiwii’s recognition as Employee of the Year follows his earlier acknowledgment as an Employee of the Quarter, where he was nominated for consistently going above and beyond his job scope. His nominator highlighted his strong work ethic, reliability, and ability to remain composed and efficient in emergency scenarios, noting that his empathy and teamwork make him a valued and trusted member of the Emergency Department.

Charlotte Huntsman, GRMC’s Chief Human Resources Officer, emphasized how Otiwii’s actions reflect the hospital’s ICARE values. “Bllyas consistently embodies GRMC’s ICARE values through the way he serves our patients, supports his colleagues, and approaches every responsibility with integrity and respect,” Huntsman shared. “His compassion, accountability, and willingness to step in wherever needed demonstrate what it truly means to care for our community. He leads by example, and his dedication over more than a decade of service has made a lasting impact on our organization.”

Otiwii’s selection as Employee of the Year is a testament not only to his performance, but to his loyalty, longevity, and the values he brings to his work every day.
