Thomas J. Smith, Jr.
Chairman of the Board

Thomas J. Smith, Jr.is Chairman of GHDI (“GHDI”) and has been a Director of Professional Services, Inc. (“PSI”), GHDI’s parent company since 2013.  He is also President of Lombard Investments, Inc., an international private equity investment management firm formed in 1986 and based in California.  Lombard manages privately held investments, including an interest in PSI, on behalf of development finance organizations, pension funds, foundations, and other institutional investors.

Mr. Smith’s investment and business management experience in Asia and North America includes operational and financial restructurings, legislative and regulatory matters, financial services, light manufacturing and large scale public/private projects.  Mr. Smith has led the formation of various Lombard investment funds, is a member of the firm’s investment committees and has served as a director on Lombard portfolio company boards in China, Hong Kong, the Philippines, Taiwan and Vietnam.

Prior to joining Lombard in 1997, Mr. Smith was Executive Vice President, WSGP Group, an investment partnership formed by former U.S. Treasury Secretary, William E. Simon to pursue LBOs, distressed bank and Savings & Loan acquisitions, and real estate development.  Mr. Smith graduated cum laude from Harvard College (A.B. 1975).


Dr. Alexander “Beau” Wielaard
Chief Executive Officer

Dr. Alexander “Beau” Wielaard is GRMC’s Chief Executive Officer and an emergency medicine physician. He earned his medical degree from the Medical College of Georgia in Augusta, Georgia in 2007. Dr. Wielaard completed his internship and residency in Emergency Medicine at the University of Maryland Medical Center, R. Adams Crowley Shock Trauma Center, and the Baltimore Veterans Affairs Medical Center in Baltimore, Maryland.

Dr. Wielaard has practiced emergency medicine at inner-city trauma centers, suburban community hospitals, and rural critical access facilities in Baltimore, Washington D.C., Anchorage, Portland, Albuquerque, and Kailua-Kona. He gained valuable experience treating a diversity of orthopedic injuries and altitude-related illnesses while working seasonally in the Vail, Colorado ski area.

He developed a keen ability to adjust to any situation that presents in the emergency room through extensive work and volunteer experience in places like Alaska, the Philippines, and Africa. Dr.Wielaard is a member of the non-profit organization Cross Cultural Care, where he collaborated with the Liberian Ministry of Health to develop emergency services in the resource-limited area of Roberstport, Liberia.

Dr. Wielaard has been with GRMC since 2016. He serves as Chair of the Emergency Department and Pharmacy and Therapeutics Committees. He is also an active member of the island-wide Emergency Medical Services (EMS) Commission. Dr. Wielaard has been a core developer of GRMC’s institutional response to the COVID-19 pandemic while also providing bedside clinical care to patients who test positive in the GRMC Emergency Department.

In 2020, Dr. Wielaard was promoted to Chief Medical Officer until August 2023, when he was appointed to concurrently serve as interim Chief Executive Officer. The following month, he was officially appointed as Chief Executive Officer.

Dr. Wielaard is board certified by the American Board of Emergency Medicine and is an enthusiastic advocate for modern evidence-based and patient-centered emergency care.

His hobbies include sailing, diving, soccer, football, snowboarding, kiteboarding, and mountain biking.

Edison Pineda Manaloto
Chief Medical Officer

Dr. Edison Pineda Manaloto is a multidisciplinary healthcare executive serving as Chief Medical Officer, recognized for his patient-centered and systems-based approach to care and leadership. He earned his Doctor of Medicine from De La Salle Health Sciences Institute in 2015, where he was a Dean’s List awardee, and holds a Master of Public Administration from the University of Guam, graduating with a perfect 4.0 GPA and receiving the Academic Excellence Award. He also completed his Bachelor of Business Administration in Accounting at the University of Guam, graduating Summa Cum Laude as Class Valedictorian with a 3.98 GPA. His academic and professional journey reflects a commitment to improving healthcare delivery through integrated systems, with a strong emphasis on quality, safety, and the overall patient experience.

Dr. Manaloto’s background spans academia, government, and private industry, including roles as Assistant Professor at the University of Guam, Budget Analyst for the Guam Legislature, Assistant Director of Finance at Hyatt Regency Guam, and Senior Assistant at Deloitte. He holds multiple professional certifications, including CPA, CGFM, CHFP, SPHRi, and SHRM-SCP, underscoring his expertise across clinical, financial, and organizational leadership. As Chief Medical Officer, he champions compassionate, patient-focused care while advancing a systems-based approach that aligns people, processes, and resources to achieve sustainable improvements in health outcomes and operational performance. Outside of his professional responsibilities, Dr. Manaloto values spending quality time with his family, prioritizing meaningful moments that reinforce balance and well-being. He believes that strong family connections are essential to sustaining the empathy and dedication he brings to his work in healthcare.

Charlotte D. Huntsman
Chief Human Resources Officer

Charlotte Huntsman, SHRM-CP, PHR, MA is Senior Vice-President in charge of Human Resources and Organizational Development. Charlotte has over 18 years’ experience as an international human resources leader, including here at GRMC where she was instrumental in developing the Human Resources Department from 2013 to 2016.

Her work spans from the Middle East (Oman, Dubai, and Abu Dhabi) to Southeast Asia (Indonesia and South Korea) to the United States (New York) and back to her hometown of Guam. Charlotte has a diverse background in the industries of military contracting, hospital, and non-profit organizations. She has worked for DynCorp International, the USO, Human Rights Watch, and international security company, G4S Marianas.

Charlotte is the Director of Pacific State Council, which oversees the Society of Human Resource Management (SHRM), Guam and CNMI Chapters. She also served as President of SHRM Guam Chapter from 2019-2020. Charlotte received her Bachelor in Social Sciences at the University of California, Irvine and her Masters in Management from the University of Phoenix. She holds a SHRM-CP and PHR human resources certifications.

When not indulging her passion for human resources, Charlotte enjoys spending her free time with husband Dean and their adorable dog Hunter, enjoying life on Guam.

Jennifer R. Cruz
Chief Nursing Officer

Jennifer R. Cruz, MSN, RN-BC is Senior Vice President and GRMC’s Chief Nursing Officer. She is responsible for GRMC’s nursing staff and with her team, works to redefine and implement best nursing practices, create retention programs, conduct performance assessments, and represent the nursing staff.

Ms. Cruz joined GRMC in 2014 as a Senior Nurse Manager, Adult Nursing Services when the hospital was still being constructed. She began her career in nursing at the island’s public hospital, GMH, where she worked as a staff nurse in the medical surgical unit. Ms. Cruz was promoted to Unit Supervisor When she left to join GRMC, Ms. Cruz was the Associate Administrator, Hospital Nursing Services at GMH.

In 2018, Ms. Cruz was made Interim SVP/Chief Nursing Officer and in 2019, she was confirmed in this position permanently.

Ms. Cruz has a Bachelor of Science in Nursing from the University of Guam. In 2012, she earned her Masters of Science in Nursing from the University of Phoenix.

Eric Plinske
Chief Business Development Officer

Eric Plinske joined GRMC in June 2015 as the Director of Corporate Affairs. He is currently responsible for overseeing Business Development, Payer Relations, Marketing and Communications, Customer Relations, and International Patient Services.

From 2009 to 2015, Mr. Plinske served as the StayWell Health Insurance Country Manager for the Commonwealth of the Northern Mariana Islands (CNMI), in addition to serving as the Director of Compliance and Business Development for the StayWell corporate office in Guam.

From 1993 to 2008, Mr. Plinske served in various leadership capacities at Northern Marianas College in Saipan, including Small Business Development Center Director, Business Department Chair, and Acting Dean of Community Programs and Services. While at Northern Marianas College, Mr. Plinske was also an entrepreneur and founded Gold’s Gym Saipan in 1995, serving as President & CEO until he and his partner sold the business in 2009.

Mr. Plinske is a US Army veteran and has served as a CNMI Civil Service Commissioner, President of the CNMI Chapter for the Society for Human Resource Management, and board member for the Saipan Chamber of Commerce.

Mr. Plinske holds an MBA in Business Management from the University of Hawaii at Manoa, and an MBA in Healthcare Administration from Loma Linda University. He is originally from Green Bay, Wisconsin, and is married to Antonia Blanco Plinske (a native of Saipan). Mr. Plinske and Antonia have two sons, Jonah and Leland.

Bernie D. Lobaton
Chief Support Services Officer

Bernie D. Lobaton has been with GRMC since 2014 when he joined the hospital as manager of our Materials Management division, overseeing Purchasing, Inventory, Receiving, Distribution, and Warehouse. Under Mr. Lobaton’s guidance, the department excelled and due to his outstanding performance, Mr. Lobaton was promoted to Assistant Vice President in 2018. He flourished in his new role and in February 2022, Mr. Lobaton was promoted to Vice President of Support Services and is now supervising Facilities and Central Utilities Plant (CUP), Biomedical Engineering, Safety & Security, Housekeeping & Linen, Food Services, the Communications Center, Transportation, and Mail Services.

Prior to joining GRMC, Mr. Lobaton’s career was in business and finance, working with some of the most prestigious financial firms, like J.P. Morgan Chase and Citibank. He also worked in the area of non-profit organizations (NPO), like the American Heart Association, an experience that will serve him well as GRMC transitions from a business to an NPO.

Mr. Lobaton was recognized by GRMC with the 2015 Executive Award and again in 2018 with the CEO Award for his “tireless dedication to worthy causes and your willingness to share your knowledge.”

Mr. Lobaton, who is originally from the Philippines, earned a Bachelor of Science in Business Administration from the Holy Angel University and holds a Certificate in Professional Development Program from Cornell University. He is also an active member of the Association for Healthcare Resource and Materials Management (AHRMM) and the American Society for Health Care Engineering (ASHE).

When he finds time to relax, Mr. Lobaton enjoys traveling, running, swimming, going to the gym six days a week, CrossFit, biking, cooking, and spending time with his wife Pelita and their two children.

Neil Perry

Neil has close to three decades of experience in international finance. He joined Clermont from Morgan Stanley where he was a Managing Director for research departments. Based in Hong Kong, he managed large teams across multiple jurisdictions in the region. He was also a member of the Morgan Stanley Asian Management Committee and collaborated closely with leaders of the key divisions of equities, fixed income, and banking.

Educated in the U.K., he graduated with a BA in History from Magdalene College, Cambridge and an MA in International Relations from the University of Kent.
